Abia Government Ratifies Enhanced Salary Structure for Local Government Health Personnel

The Government of Abia State has sanctioned the implementation of the Consolidated Health Salary Structure (CONHESS) for health workers operating within the state’s local government system.

The Commissioner for Information, Prince Okey Kanu, made this disclosure in Umuahia, the state capital, while addressing members of the press on the resolutions emanating from this week’s meeting of the State Executive Council, chaired by Governor Alex Otti.

Kanu noted that the adoption of CONHESS aligns with the administration’s broad-based reforms in the state’s civil service, reiterating that Governor Otti’s government remains unwavering in its commitment to advancing workers’ welfare and optimizing their conditions of service.

> “This laudable initiative positions Abia among the select few states in the federation that have fully domesticated and implemented the Federal Government’s Consolidated Health Salary Structure (CONHESS),” he asserted.



The commissioner further revealed that the functionalisation of the second batch of 52 renovated and fully equipped Primary Health Centres (PHCs) was progressing steadily across the state.

According to him, “This brings the total number of operational PHCs to 102, while the remaining 98 centres are expected to undergo complete renovation and equipping before the close of the year. In the same vein, no fewer than 50 out of the 79 World Bank–supported Impact PHCs will be upgraded before year-end. By December, a cumulative total of approximately 250 PHCs would have been comprehensively modernised for optimal service delivery to Abians.”

Kanu expressed delight that an increasing number of citizens are now patronising the PHCs, in line with Governor Otti’s vision of decentralising healthcare delivery and strengthening the state’s primary healthcare system.

He also confirmed that the construction of three specialist hospitals across Abia State is ongoing, adding that a comprehensive review of the projects had been undertaken to ensure that all facilities meet global best standards.

Furthermore, he disclosed that the solar electrification project at the SDG Hospital, Ugwunagbo, had been directed by the governor to be fully operational within the week. This, he said, will guarantee uninterrupted power supply for both medical personnel and patients.

On international collaborations, the Commissioner revealed that the Ministry of Health is partnering with renowned hospitals in Sweden and other global health institutions to execute a series of medical outreach programmes aimed at improving public health outcomes across the state.

He listed the forthcoming programmes as follows:

Pro-Health International Outreach: November 16–22, 2025

Abia Diaspora Medical Outreach Group: December 12–19, 2026

AMPA Abia Medical Outreach: April 2026

Abia–Swedish Global Health Outreach: May 2026


“These initiatives,” Kanu remarked, “are part of a comprehensive strategy to elevate the health and well-being of Abians.” He also affirmed that there were no recorded cases of public health emergencies or communicable diseases of concern in the state.

In a related development, Kanu announced the reopening of the state’s recruitment portal for health professionals, noting that vacancies exist for ophthalmologists, medical officers, dental officers, as well as part-time and full-time consultants.

He encouraged qualified candidates to visit the Abia State Government website and submit their applications via the official portal, emphasising the administration’s intent to recruit only the most competent professionals into the state’s healthcare system.
