The Bayelsa State Government has entered into a strategic partnership with China Civil Engineering Construction Corporation (CCECC) through a Memorandum of Understanding (MoU) signed in Beijing, focusing on infrastructure development, agriculture, aquaculture, and mass housing for civil servants and low-income earners.
Governor Douye Diri signed the agreement on behalf of Bayelsa State, while CCECC’s President, Mr. Chen Sichang, represented the company. According to a statement by the governor’s Chief Press Secretary, Mr. Daniel Alabrah, the deal follows an earlier MoU signed on October 14, 2025, in Abuja with Dubai-based Jampur Group for solar panel and smart electricity meter projects.
CCECC President Chen Sichang described the agreement as a milestone in the company’s long-standing partnership with Bayelsa, highlighting key projects it has completed in the state since 2012, including the Tombia Road, Niger Delta University Road, Airport Access Road, Glory Drive Phase 2, and the Yenagoa–Angiama section of the Yenagoa–Oporoma Road. He noted that the ongoing 630-metre Angiama–Oporoma Bridge — the longest stand-alone bridge ever built by CCECC in Nigeria — reflects the governor’s confidence in the firm’s capabilities.
Governor Diri lauded CCECC as a reliable development partner, emphasizing that his administration had settled outstanding debts owed to the company and other contractors since taking office in 2020. He expressed strong interest in expanding collaboration in agriculture, aquaculture, power, water supply, and housing — particularly private-sector-driven housing in the proposed New Yenagoa City.
Diri further revealed plans to establish a fertiliser production plant and promote mechanised agriculture under joint financing arrangements that position CCECC as both investor and development partner. He also announced that President Bola Tinubu would be invited to inaugurate the Angiama–Oporoma Bridge in February 2026 as part of events marking his administration’s sixth anniversary.
