From the onset of his administration, Governor Alex Otti of Abia State has prioritized investment in digital technology and innovation, making deliberate efforts to expose youths to the immense opportunities within the tech space and ensure accessibility.
Numerous training programs and workshops have been organized for digitally inclined young people in the state. These efforts are now yielding visible results, notably with the selection of four Abians to participate in an all-expense-paid international seminar on Cloud Data Center Planning and Construction. The seminar is scheduled to take place from July 17 to August 6, 2025, across Hubei, Jiangsu, and Henan Provinces in China.
The programme, organized by the Wuhan Research Institute of Posts and Telecommunications (FiberHome Technology Group) through the Office of the Consul General, will focus on key topics such as Cloud Data Center Design and Security, AI and 5G in Data Networks, Smart City Infrastructure, and global digital transformation strategies. This development highlights international recognition of Governor Otti’s commitment to turning Abia into a major digital innovation hub in Africa.
Governor Otti has consistently promoted global exposure and technical development among public and civil servants, in line with his administration’s broader vision for transparency, innovation, and infrastructure-led growth. The inclusion of Abians in international tech engagements, once a rarity, is becoming the norm under his leadership.
Participants in the China seminar, including three civil servants, are expected to contribute to post-program knowledge sharing and the continued advancement of Abia’s digital transformation agenda upon their return. They will also present on Nigeria’s and Abia’s data infrastructure efforts during the seminar.
In a further show of commitment, Governor Otti recently offered automatic employment to 19 top graduates of the TechRise ICT training program—an initiative executed by the Abia State Government, 17 LGAs, and LearnFactory Nigeria. He also approved the training of another 850 youths—50 from each LGA—and directed that each trainee receive a laptop to support their journey in digital entrepreneurship post-training.
Governor Otti’s drive to equip Abians with globally competitive ICT skills stems from his belief in long-term empowerment—teaching people to fish rather than offering temporary aid. The TechRise initiative has evolved into a transformative platform equipping Abia youths with practical digital competencies and positioning them as future global citizens.
As aptly stated by the Commissioner for Local Government and Chieftaincy Affairs, Sir Uzor Nwachukwu, “Abia TechRise is not just a training programme; it is a movement that unlocks the hidden potential of Abia youths and prepares them for relevance in the 21st-century digital economy.”
Governor Otti envisions Abia becoming a global exporter of ICT talent, and the opportunity now lies with Abia youths to seize this golden chance for digital empowerment and global relevance.
