Abia State Governor, Dr. Alex Chioma Otti, OFR, has commissioned the newly constructed Umueñe Ultra-Modern Court Complex in Isiala Ngwa South Local Government Area, reaffirming his administration’s commitment to strengthening the judiciary and ensuring a conducive work environment for judicial officers.

The state-of-the-art facility, which is fully equipped with digital connectivity and modern amenities, forms part of the government’s broader initiative to modernize judicial infrastructure across Abia.

Speaking at the commissioning ceremony on Wednesday, Governor Otti, in his address titled “The Judiciary Not Left Behind,” said his administration views the judiciary as an integral part of the state’s development process.

> “We consider an effective judicial system as important to the development matrix as quality road networks and efficient power supply systems,” Otti said. “An effective judiciary enhances security, improves the ease of doing business, and builds investor confidence. That is why we have invested heavily in modern, fit-for-purpose court buildings across the state.”

He vowed that under his administration, judicial officers would no longer operate from substandard structures, pledging continued efforts to provide a conducive environment for the dispensation of justice.

> “Never again will our judicial officers operate from structures that are below their standing and stature as oracles of truth and conscience,” the Governor declared.

Dr. Otti commended the Abia State Judiciary for its commitment to justice delivery and partnership with his administration, announcing that newly completed court complexes in 16 other local government areas would be opened for public use in the coming weeks.

He further disclosed plans to begin the construction of multifunctional ultramodern judicial complexes in Aba and Umuahia, each to feature 15 standard courtrooms, executive offices, a special courtroom, a Chief Judge’s chamber, conference halls, and a 1,000-seater multipurpose hall.

Chief Judge of Abia State, Hon. Justice Lilian Abai, described the project as a milestone and a symbol of justice and hope. She lauded Governor Otti’s visionary leadership and unwavering commitment to strengthening justice delivery in the state.

In their goodwill messages, Senator Darlington Nwokocha, Okenze Ginger Onwusibe, and Hon. Chinwendu Rowland commended the Governor for prioritizing judicial development, noting that the people of Isiala Ngwa South would continue to support his administration beyond 2027.

Also speaking, the Attorney General and Commissioner for Justice, Barr. Ikechukwu Uwanna, SAN, described the court complex as a lasting institution rather than just a physical structure. He highlighted its features, including digital connectivity, an independent power system, water facilities, modern IT tools, and facility management services.

The event was graced by dignitaries from across the state, including members of the judiciary, government officials, legislators, and community leaders.
