Otti Launches Abia Digital Infrastructure Project to Drive Statewide Broadband Revolution

Abia State Governor, Dr. Alex Otti, has inaugurated the Abia State Duct Infrastructure Development Project, describing it as a landmark step toward transforming the state into a fully digital and technology-driven economy.

The official flag-off ceremony, held at the Aba Town Hall, marked the beginning of the partnership between the Abia State Government and the West Indian Ocean Cable Company (WIOCC) to build a modern underground duct network across key urban centres, starting with Aba and Umuahia.

Governor Otti explained that the project will lay the foundation for high-speed broadband connectivity and facilitate the rollout of advanced digital services across Abia.

“This initiative will link homes, schools, hospitals, businesses, and government institutions to a broadband superhighway that promotes e-learning, e-health, e-governance, and enterprise innovation,” he said.

He noted that the collaboration with WIOCC represents a strategic investment in the state’s digital future—one designed to attract technology investors, stimulate local innovation, and create thousands of jobs for Abia’s youth.

According to the governor, the project will not only strengthen the state’s technology ecosystem but also enhance commerce, education, healthcare, and security through improved connectivity and digital inclusion.

Otti reaffirmed his administration’s commitment to ensuring that every community benefits from the digital transformation.
“We are building an inclusive digital infrastructure where no part of Abia is left behind. Our goal is to make Abia a competitive player in the global technology space,” he said.

The Abia State Duct Infrastructure Development Project is expected to accelerate broadband expansion, boost entrepreneurship, and fuel long-term economic growth—especially in Aba’s growing innovation and creative economy.
