Abia Assembly Enacts Three Major Bills to Promote Development and Fiscal Efficiency

The Abia State House of Assembly achieved a significant legislative feat in December 2025, passing three important bills aimed at improving governance, strengthening financial management, and laying the groundwork for sustainable development across the state.

Speaker Rt. Hon. Emmanuel Ihuoma Emereuwa addressed citizens, emphasizing that the bills are designed to enhance public service delivery and ensure continuity in the implementation of long-term development plans.

₦127.6 Billion Budget Reallocation
The first bill, the 2025 Budget Adjustment (Virement) Bill, authorizes the transfer of ₦127,687,196,965 within the 2025 budget. According to the Speaker, this measure allows funds from underutilized projects to be redirected to critical sectors, ensuring efficient spending and timely delivery of essential services before the fiscal year ends.

Abia Development Plan (2024–2050) Receives Legal Backing
The Assembly also passed the Abia State Development (Institutionalisation and Continuity) Bill, 2025, formally embedding the Abia State Development Plan (2024–2050) into law. The legislation provides a legal framework for consistent economic growth, social progress, and infrastructure development, while guaranteeing continuity across successive governments and promoting citizen oversight and accountability.

₦1.016 Trillion 2026 Budget Approved
The third bill, the Abia State Appropriation Bill, 2026, sets the state’s official budget for the upcoming fiscal year at ₦1,016,228,072,651.99. This allocation demonstrates the government’s commitment to funding governance, public services, and development initiatives throughout Abia State.

Commitment to Citizen-Focused Governance
Reaffirming the Assembly’s dedication to Ndi Abia, Speaker Emereuwa assured that lawmakers will continue to pass laws that positively impact citizens’ lives. He emphasized a cooperative partnership with the Executive to accelerate inclusive and sustainable development across all communities in the state.

The passage of these bills underscores the Assembly’s focus on transparency, accountability, and strategic planning, marking a significant step toward a more effective and development-driven governance system in Abia State.
