Abia State Governor, Dr. Alex Otti, has signed into law a bill establishing a centre for the rehabilitation of survivors of rape, defilement, domestic violence, and human trafficking.

The governor assented to the bill on Monday at his office, commending the State House of Assembly for its swift passage and appreciating the efforts of his wife, Mrs. Priscilla Otti, as well as government officials who contributed to its development.

Governor Otti emphasized that while the establishment of rehabilitation centres is necessary, the long-term goal is to eliminate the root causes of such crimes through societal reorientation. He stressed that acts like rape, child abuse, and human trafficking are not part of Igbo culture and should be strongly rejected.

He further noted that his administration is focused on youth engagement and job creation to reduce crime, stressing that keeping people productively engaged is key to building a safer society.

Presenting the bill, Speaker of the Abia State House of Assembly, Rt. Hon. Emmanuel Emeruwa, said the law is designed to provide care and rehabilitation for victims of gender-based violence. He urged the government to ensure its full implementation.

Reacting to the development, the Governor’s wife, Mrs. Priscilla Otti, described the law as a source of hope for women and girls, noting that it will ensure better support systems and quicker access to justice for survivors.

She expressed gratitude to all those involved in the process, including the bill’s sponsor, Hon. Chinwendu Roland, and members of the House of Assembly.

Top government officials, including the Deputy Governor, Engr. Ikechukwu Emetu, were present at the signing ceremony.
