Kudan Council Chairman Proposes Mandatory Health Insurance for Marriage, Political Aspirants

KADUNA, The Chairman of Kudan Local Government Area in Kaduna State, Hon. Dauda Abba, has proposed a new policy requiring intending couples to present proof of enrollment in the Kaduna State Contributory Health Management Authority (KADCHMA) before being allowed to marry.

Abba made the proposal on Monday during the inauguration of the informal sector enrollment campaign of KADCHMA, held at the Kudan LGA Secretariat. He said the initiative is aimed at increasing participation in the state’s health insurance scheme and ensuring broader access to quality healthcare services for residents.

According to the chairman, the requirement would not only boost enrollment in the state-run scheme but also safeguard the health of couples, particularly pregnant women, by providing access to vital maternal healthcare services such as antenatal care, safe delivery, and postnatal support.

“The N10,650 annual subscription covers a wide range of medical services, including antenatal and delivery care, offering a comprehensive and affordable solution for expectant mothers,” Abba explained. “This would protect families from unexpected medical expenses and reduce maternal mortality rates.”

The awareness campaign, which began in Kudan, will also be launched in Kagarko and Chikun LGAs and is expected to be rolled out across all 23 local government areas of Kaduna State. The initiative is supported by development partners including EngenderHealth Consortium, International Society for Media in Public Health, Centre for Communication and Social Impact, and the Legislative Advocacy Initiative for Sustainable Development Goals.

In addition to the marriage requirement, Abba revealed plans to present an Executive Order to the legislative arm of the local council. The proposed by-law would mandate the presentation of a KADCHMA card not only for marriage registration but also as a prerequisite for contesting political office within the LGA.

“The by-law will require individuals to present a KADCHMA enrollment card before getting married or vying for any political position in Kudan. This is not just a policy move, it is about building a healthier, more resilient society,” he added.

The proposal has already begun generating public debate, with supporters praising the health-focused initiative and others calling for broader stakeholder consultations before such requirements are enforced.
