Abia State has taken a monumental step towards solving its energy crisis with Governor Alex Otti officially signing the Abia Mini-Grid Regulation into law. This pioneering framework is designed to attract private investment for generating and distributing electricity to underserved and unserved communities across the state.
The signing ceremony, held at the Government House in Umuahia on Wednesday, marks the culmination of months of collaboration between policy experts, investors, and energy consumers.
Governor Otti declared the event the “dawn of a new era,” stating the regulations will serve as a catalyst for industrialization and economic growth. He emphasized that the framework provides clear answers for investors on technical and commercial issues, defines stakeholder rights and obligations, and establishes pathways for swift dispute resolution.
“This framework will not only expand our options in the push for reliable electricity for everyone but will ultimately serve as a catalyst for the industrialization of Abia and economic fulfillment for millions,” Otti said.
The governor also highlighted the initiative’s alignment with global sustainability goals, thanking the International Solar Alliance (ISA) for its support and assuring the international community of Abia’s commitment to a carbon-neutral future and renewable energy investments.
The Commissioner for Power and Public Utilities, Mr. Ikechukwu Monday, described the policy as a solid foundation for the state’s energy development program. He noted that Abia is now one of the first sub-national governments in Nigeria to establish a clear legal and institutional framework for mini-grid development, sending a strong signal that the state is open for energy innovation.
A representative of the International Solar Alliance, Ms. Onyi Iyizoba, praised the move as a significant milestone for both Abia and Nigeria’s broader energy access efforts. She expressed confidence that the regulations will unlock new investments, accelerate rural electrification, and enhance the quality of life for residents.
With this regulation, Abia becomes the first state in Nigeria to adopt a comprehensive mini-grid framework, guaranteeing streamlined registration procedures, transparent tariff settings, and a focus on community engagement and rural industrialization.
