A bill seeking to alter the Constitution of the Federal Republic of Nigeria 1999 (as amended) to create Ikwuano North and Ikwuano South Local Governments from the existing Ikwuano Local Government Area in Abia State has passed its first reading at the House of Representatives.
The proposed legislation, titled HB-2592, is sponsored by the Member representing Ikwuano/Umuahia North/Umuahia South Federal Constituency, Hon. Obi Aguocha.
According to the Order Paper of the House of Representatives for Thursday, October 30, 2025, the bill aims to decentralize governance in Ikwuano by establishing two new local government areas, Ikwuano North and Ikwuano South, to enhance administrative efficiency and bring government closer to the grassroots.
If passed into law, the bill will alter the Constitution to reflect the creation of the two new local governments, a move that many constituents have long advocated for due to the expansive nature and developmental needs of the current Ikwuano Local Government Area.
Hon. Aguocha’s proposal is part of the Sixth Alteration to the 1999 Constitution currently before the National Assembly. The bill will proceed to a second reading where it will be debated by members before being referred to the relevant committee for further legislative action.
Stakeholders across Abia State have described the move as a bold step toward equitable representation and local development. Community leaders, traditional rulers, and youth organizations in Ikwuano have commended Hon. Aguocha for his foresight and responsiveness to the yearnings of his people. They noted that the creation of Ikwuano North and South would not only foster administrative convenience but also promote balanced infrastructural development, improved political inclusion, and better access to federal and state resources.
They further emphasized that the current Ikwuano Local Government, which comprises numerous autonomous communities spread across vast rural settlements, has long suffered from inadequate government presence and limited resource allocation. The proposed split, they believe, will ensure faster development, enhance security coordination, and give every part of Ikwuano a stronger voice in governance and decision-making at all levels.
