The Nigerian Senate has passed a resolution declaring kidnapping a form of terrorism and calling for the death penalty for anyone convicted of the offence. Under the proposed amendment to the Terrorism (Prevention) Act, a confirmed kidnapping conviction would mandate capital punishment, with no option for fines or reduced sentencing.
This decision comes as kidnappings and mass abductions continue to surge in several states, including recent high‑profile attacks affecting schools, places of worship, and communities. Senators described the rising wave of insecurity as alarming and argued that tougher laws are urgently needed to deter criminals and restore public safety.
Lawmakers also directed that, once the amendment is enacted, judges will have no discretion to lighten sentences — death will be mandatory for convicted kidnappers.
Supporters of the resolution believe this legal reform will help stem the tide of abductions, ransom‑driven crimes, and terror‑related violence across the country.
