Fubara Cancels ₦134bn Rivers Secretariat Project, Demands CCECC Refund ₦20bn Mobilization Fee

Rivers State Governor, Siminalayi Fubara, has revoked the controversial ₦134 billion contract for the reconstruction of the Rivers State Secretariat complex, originally awarded to the China Civil Engineering Construction Corporation (CCECC) during the tenure of former military administrator, Lt. Col. Dauda Musa Ibas (rtd), under an emergency rule arrangement.

Governor Fubara described the project as inflated and unjustifiable, citing irregularities in its approval and execution process. He directed CCECC to immediately refund the ₦20 billion mobilization fee earlier released to the company.

According to the governor, the decision was part of ongoing efforts to ensure fiscal responsibility and transparency in the management of state resources. He reaffirmed his administration’s commitment to prioritizing people-oriented projects over politically motivated contracts.

The government is expected to initiate a new, transparent procurement process for the Secretariat’s rehabilitation in line with current economic realities and due process standards.
